Self-creation is a new phenomenon that basically didn't exist more than a decade ago. The first conception of it I ever ran across was 11 years ago. In order to actually do it, create the ideal version of yourself, let alone do it consciously and efficiently, it takes an enormous amount of highly advanced theoretical machinery.

In the Doctor Who episode, that machinery is represented by a time machine created by an advanced alien species called Time Lords. This symbolic representation is actually very accurate since time is any dimension along which information is conserved. So if you have a multidimensional structure (say, US government) and one of its dimensions preserves information in some way (say, from statutes down to regulations down to bylaws) then that dimension is temporal in nature. And if you go back to the origin of the structure (ie, US Constitution) and revise it then the knock-on effects are just the effects of time travel.

The Time Lords are the personality type of people who deal with time in an intuitive and easy manner. But also ... they deal with the insides of human minds, including emotions. So in order to revise the origins of your personality, or to visit them at all, you need a time travel machine (theoretical machinery that walks personality) created by the Time Lords (personality experts). I ... just happen to have one.

The reason life imitates art so often is because artists tell us what humans want. Or they do if they ever want to get popular. It then falls on others to fulfill it.
